The birth of a new Military Order of Stars and Bars in Fredericksburg, Virginia.
December 1999, Some credit must go to Compatriot and life time member Roy Baker Snapp, who brought it to the attention of A. Clarke Magruder, Virginia Society of M.O.S.& B., that there is a abundance of compatriots that have joined Matthew Fontaine Maury Camp #1722, Fredericksburg, Virginia, with ancestry, that were Officers of the Confederacy.

March 8, 2000, A. Clarke Magruder, Adjutant, Virginia Society and Richard Abell, Commander of the Army of Northern Virginia, contacted Commander Richard A. Miller, Sr. requesting time to discuss forming a New Chapter in Fredericksburg, Virginia. After the meeting, the two Generals discussed the naming of the New Chapter. Jan V. Harvey proposed the name of Lieutenant General Thomas Jonathan "Stonewall" Jackson. Charles A. Embrey, Sr. suggested the dual name of Major General John Bankhead Magruder. Some time went by and applications were filed for membership into the Military Order of the Stars and Bars by Charles A. Embrey, Sr., John M. Embrey, Jr., Charles A. Embrey Jr., Jack E. Buttgen, Louis Buttgen, Jr., John T. Donnelly Jr., and Louis Buttgen III.

After the August 9th meeting of the Matthew Fontaine Maury Camp, Sons of Confederate Veterans, at the Salem Church Library, fellow compatriots nominated and elected the 3 officers needed to form a New Charter. Raymond W. Gill, Jr. was elected as Commander, Jan V. Harvey, elected as Adjutant, and Charles A. Embrey Sr. elected as Lieutenant Commander with a New Chapter bearing the name with full agreement, Compatriot Jan V. Harvey conceded to Major General John Bankhead Magruder by stating "I am out numbered by 7 MacGregor's who are of the same ancestry as John B. Magruder". We elected John M. Embrey Jr., as Chaplain, Jack E. Buttgen, as Treasurer, Louis Buttgen III, as Sergeant-At-Arms, Charles A. Embrey Jr., as Assistant Chaplain and John T. Donnelly Jr., as Webmaster/Historian.

November 8, 2000, New members of the M. O. S. & B. who were sworn in by Lieutenant Commander, A. Clarke Magruder, Virginia Society M.O.S.&B. were Charles A. Embrey, Sr., Charles A. Embrey, Jr., John M. Embrey, Jr., Jack E. Buttgen, Louis Buttgen, Jr., Louis Buttgen III, John T. Donnelly, Jr. and Jan V. Harvey.

Richard Abell Commander of the Army of Northern Virginia M.O.S.&B. swore in the officers, Charles A. Embrey Sr. as Lieutenant Commander and Jan V. Harvey as Adjutant of the New Chapter after which,

John Stinson, Commander , Virginia Society M.O.S.& B. presented the New Charter to Adjutant Jan V. Harvey and Lieutenant Commander Charles A. Embrey, Sr. They accepted the Charter on behalf of Commander Raymond W. Gill, Jr. who was unable to attend that meeting.

December 4, 2000, Raymond W. Gill Jr. was first sworn in to the M.O.S. & B. by A. Clarke Magruder Sr. Adjutant Virginia Society of the M.O.S. & B., then Richard Abell Commander of the Army of Northern Virginia M.O.S. & B., swore him in as Commander of the New Major General John Bankhead Magruder Chapter # 258. This took place at the General Samuel Cooper # 105 Chapter's Annual Christmas Dinner in Alexandria, Virginia. Some Compatriots of the New Chapter witnessed this Proud occasion, Lt. Commander Charles A. Embrey Sr., Assistant Chaplain Charles A. Embrey Jr., Treasurer Jack E. Buttgen, and Compatriot Louis Buttgen Jr.
